He also noted that qualifications for such grant-funded projects are “specific to the project.”

County grant administrator Towan Kopinsky said some requirements would not need to be met until a contract was sign.

“At some point we’ll sign a contract with them and we can tie it all down then,” said  county administrator Don Butler.

Bryan was not satisfied.

“We need to examine our bid policy and we are ensuring that we have all the qualifications we need,” Bryan said. “We need to be certain we are looking at the qualifications at the time of awarding.”

Yeager, reiterating his unfamiliarity with the contractor, agreed that more information was needed before the county entered into any contract.

“They may very well be a great contractor,” Yeager said, “but we need to be sure.”
